this sounds like a radio tape from the dispatch office

iirc Ch 1 was 33.74 - Ch 2 was 153.89 - Ch 4 was 154.265 - Ch 3 was
maybe 153.83 portables only - 154.22 MetroFire might have been in the
VHF highband portable and mobile radios also
