(not sure how this works exactly - we would expect that the local
police would be primary on all cases - except that violations of
federal laws would make a federal agency into the lead agency)

furthermore - maybe you could say - any crime that happenes in just 1
town - is handled by the town police - any crime that happenes in just
1 county is handled by the county police - any crime that just
involves 1 state is handled by the state police

the internet might make every crime an international crime though
