looks like we found a list of billets actually
broken down by stations, ships, elements, etc
thats a huge pool of manpower that could be tapped for urgent public
safety needs
something does not add up though - seems to be a huge variation in
station staffing - 65 for point allerton and 23 for menemsha - and
both have 3 boats - ????
