they could have launched them - not sure what 'standby' means to them
but lets weigh the pros and cons - possible serious injuries - vs -
the cost of launching the helo
other factors - how many helos in the area - how busy are they
presently - how is the wx - how close are backup helos for subsequent
calls

response video / dash cam - with radio traffic and siren
