if an ambulance fails to respond to a call or is short staffed - they
go on the FAIL list - and the list gets published on the Internet
latest list has some agencies with some serious problems - looks like
the more rural ambulances
riddle me this - what is the difference between "failed to respond"
and a 18 minute ALS response time?
