they have 2 channels - both P25 - 155.955R + 153.95

they have 3 stations - all staffed 24/7 - they also run the paramedic
ambulances for the town

not sure what coverage they have on 153.95

gonna guess that they still have some pagers for off duty or callmen

if 155.955R has 98% town coverage - and that includes inside bld
coverage at 98% - (perhaps there are not too many big blds in town) -
and if the dispatcher can receive and transmit at the same time - then
they could run all of their ops on the repeater - and leave 153.95
open for out of town units coming in to cover the empty fire stations
on a major incident

or they could implement a SOP that says explicitly that the IC only
gives out orders on 153.95 - or a SOP that says responding units have
to ask for orders on 153.95 when they are 1 miles from scene

OR OR OR

do the SoCal thing - have bases on 155.955 simplex - along with the
repeater on 155.955R - then field units can use either 155.955R or
155.955 direct - they would need some lockout mechanism to prevent the
155.955 bases from hearing the 155.955 repeater - maybe that would be
simple - just turn off the receivers on the 155.955 bases whenever the
repeater key up

===========================

this problem is faced by every FD in the USA - how do you marry up
simplex ops with repeater ops - its a real fundamental question for
fire service radio comms
