bottom line - this is a 'hospital' without an OR and without an ICU

so its more like a free standing ER actually

it does make sense to have a ICUcwith an OR probably - you dont want
to do surgery on someone and then have to put them on a helo or ground
ambulance to take them to an ICU - the trip could very well kill them
- but maybe in some very critical cases -you would want to do surgery
first - an arterial bleeder or a rupturing aneurysm maybe - ???
