malaysia has a nationwide paid fd - the 29 vfd are probably in the
outlying areas - the city has a population of 850,000

pulling all the gobblygook in the article together - it seems that the
FD has a performance goal of reaching fires within 10 minutes in 63%
of all cases - but they only get to 57% of calls in 10 minutes
if we do some simple math - which might be wrong - if they can reach
57% of calls in 10 minutes - then they can probably reach 100% of
calls in 14 minutes - and half of 14 is 7
my math was - 40% of 10 is 4 - so 10 + 4 = 14
higher math - such a biache
