perhaps they have more first line pumpers than interior firefighters
if you look at a map - they could go completely out of existence and
they would still have great coverage from surrounding career FDs -

they just have 1 fulltime chief - everyone else is PT or poc or vol or
whatever you want to call them
they dont have a tt usar rescue squad though - yet
