I think I just figured out how the 10 alarm running cards are used.
Dispatchers are supposed to use whatever local cards they have
(hometown plus adjacent communities) - and then they are supposed to
also check the 10 alarm MetroFire card to see what else needs to be
dispatched
so its a 2 step process - always
