@Chotogreber14 had it first, not a year apart, when Surabaya
ordered, Jakarta also had plans to order, but it could only be
included in the RAPBD the following year. Surabaya 2017, Jakarta 2018.
And immediately 2 Units.
(pretty sure this says that jakarta got 2 snorkels in 2018 and
surabaya got 1 in 2017)

captions on video clip - what a monster
