each unit must have mobile and portable radio and avl
response time info looks bad - terminology looks bad - dont think they
want an average of 8 minutes 90% of time - what they really want is -
for 90% of all calls the response time should be under 8 minutes
think of it as 2 bell curves
one would have its peak at approx 7.5 minutes
the other would have its peak near 4.5 minutes
those are 2 very different bell curves
one of those response time statements is pure gibberish with a
whopp[ing honking typo right in the middle
