Alert `short_header` field

Hi all,

The API alerts data currently includes an undocumented `short_header` field. This field is not part of the GTFS standard, we haven't advertised it, and we are no longer using it ourselves internally. Given that, we are considering no longer maintaining it and possibly removing it altogether.

Ideally, this doesn't affect any of you, but we wanted to communicate this likely change just in case. Please let us know if you have any particular concerns.
