The Massachusetts Recreational Trail Advisory Board (MARTAB) in partnership with the Department of Conservation and Recreation (DCR) and the Trustees of Reservations presents the 1st Annual Massachusetts Trails Conference to be held on Saturday, November 12, 2011 at the Doyle Conservation Center in Leominster. The conference is funded through the Recreational Trails Program, supporting motorized and non-motorized trails across the Commonwealth.
The goal of this one-day conference is to build a statewide-based coalition of trail advocates in Massachusetts by focusing on strengthening capacity and community across the spectrum of trails enthusiasts and supporters. Concurrent sessions in the morning focus on building capacity through education and discussion of issues like funding, permitting and economic impacts. The afternoon’s more participatory workshops will focus on strengthening community, as we celebrate, share and plan for the future of trails in Massachusetts.

On September 17th there will be a guided walk of the Clipper City Rail Trail in Newburyport. Participants should gather at the Washington Street trail head at 10 AM.
On September 24th, the Old Eastern Marsh Trail in Salisbury will be featured. Participants should gather at the Friedenfels entrance off of Route 1 at 10 AM.
COMMENT ON LONG RANGE TRANSPORTATION PLAN
By Tuesday September 13th.
The construction of Phase 2 of the Bruce Freeman Rail Trail is incorporated into the draft Long-Range Transportation Plan, Paths to a Sustainable Region for the 2021-2025 timeslot, and is out and available for public review and comment from Monday, August 15 to Tuesday, September 13. (See http://www.ctps.org/bostonmpo/3_programs/1_transportation_plan/plan_2035_draft_materials.html). While we would like Phase 2 construction to be scheduled for an earlier timeslot, the reality of the BFRT moving up (for the time being) within the very budget constrained plan is negligible. Please do e-mail or mail a comment in support of the inclusion of the Phase 2 of the BFRT, as we expect opponents of the trail to ask for the BFRT to be taken out of the plan altogether. You can note your disappointment that Phase 2 was not included in an earlier timeslot, but don’t expect that to occur.

Hubway users must buy a membership — whether it be for a day or a year — before starting the service. But after 30 minutes of free biking, Hubway’s prices increase dramatically -— first creeping to $1.50 to $2 for an additional 30 minutes, then skyrocketing to more than $42 for four hours and up to $100 per day.
At Urban Adventours, most bike rentals have a flat rate of $35 a day and include a lock and a helmet — things not included by Hubway unless purchased through its Web site.
Hubway is completely funded by grants totaling $4.5 million including $3 million from the Federal Transit Administration (FTA), $450,000 from the Boston Public Health Commission (BPHC) and $250,000 from the Metropolitan Planning Organization’s Congestion Mitigation and Air Quality (CMAQ) grant program.
“Awarding this grant for this project is particularly meaningful as we celebrate Earth Day,” said FTA Deputy Administrator Therese McMillan, who was in Boston today to announce the grant. “Supplementing transit with bike sharing means a healthier and cleaner way to get around, while at the same time combating record gas prices and easing congestion.”
In addition to the grant funding, station sponsorships and revenue through a separate advertising program, as well as income generated by memberships and one time payments by individual users are expected to cover the annual operating costs for Hubway. The Boston Transportation Department (BTD) will oversee and work with Alta Bicycle Share to ensure they meet the individual requirements of the contract.
Currently, 11 sponsorships have been secured for Hubway worth $1.5 million over three years including over $600,000 from New Balance, and Boston Bikes will continually seek more. As part of its sponsorship, New Balance retains naming rights of the system which is expected to become New Balance Hubway. Sponsors will be assigned stations

Editorial: Rail trail ruling reasonable
With that thought in mind, a recent Kansas Supreme Court decision appears to have found a reasonable step between allowing rail-trail development to continue while offering landowners assurance that the paths won’t fall into disrepair or blight.
The court upheld a district court ruling that the Kanza Rail-Trail Conservancy was obligated to file a $9,040 bond with Miami County to provide for maintenance required by the Kansas Recreational Trails Act. The act requires trails stewards to control trash and noxious weeds, provide upkeep on fences and signs, and maintain barriers to block access to motorized vehicles.
