BIKE NEWTON e-bulletin: Safely and Traffic Enforcement

Fall weather brings new safety considerations. The earlier dusk makes it imperative to wear reflective clothing and check the batteries on your bike lights. Also, remember that the underside of fallen leaves may be wet on the road, making them a slippery hazard.

A few things to remember about Traffic Enforcement:

1. You are not allowed to go through red lights (You knew that.)
2. You are not allowed to ride on sidewalks in commercial areas (State law)
3. You are not required to show identification to an officer during a bicycle traffic stop.
4. You are obligated to tell the officer your name and address, if asked.
5. You ought to be polite and respectful if stopped by an officer.
6. You should make sure you understand exactly why you are being stopped, as there have been reports of bicyclists being ticketed for offenses that are not actually in violation of state or local laws.

1st Annual Massachusetts Trails Conference

“Building Connections”

November 12, 2011

The Trustees of Reservations’ Doyle Conservation Center

Leominster, MA

The Massachusetts Recreational Trail Advisory Board (MARTAB) in partnership with the Department of Conservation and Recreation (DCR) and the Trustees of Reservations presents the 1st Annual Massachusetts Trails Conference to be held on Saturday, November 12, 2011 at the Doyle Conservation Center in Leominster.   The conference is funded through the Recreational Trails Program, supporting motorized and non-motorized trails across the Commonwealth.

The goal of this one-day conference is to build a statewide-based coalition of trail advocates in Massachusetts by focusing on strengthening capacity and community across the spectrum of trails enthusiasts and supporters.  Concurrent sessions in the morning focus on building capacity through education and discussion of issues like funding, permitting and economic impacts.  The afternoon’s more participatory workshops will focus on strengthening community, as we celebrate, share and plan for the future of trails in Massachusetts.

An opportunity to register and the conference agenda will be announced at the end of September.  If you are not on our contact list, please contact Amanda Lewis, Recreational Trails Program Coordinator for DCR, atamanda...@state.ma.us to be added and receive conference updates and registration information.  Hope to see you there!

Two recent articles show that at least two governors in New England, Lincoln Chafee of Rhode Island, and Daniel P. Malloy of Connecticut have recently indicated their support of biking infrastructure, acknowledging the importance of the dollars cyclist bring to their states.

The Connecticut Mirror covered the new push by Connecticut’s Department of Transportation, CTDOT, to move forward on rail trail projects after many years of foot dragging. The Mirror reports that under the new governor, CTDOT has changed their funding approach for bike projects in a way that will allow for faster design and construction of rails to trails projects.

The New Haven & Northampton Canal rail trail project, known in Connecticut as theFarmington River Greenway, continues to move along towards completion. The section from Suffield, Connecticut over the border to Southwick, MA opened May, 2010, allowing 22 miles of continuous bike riding. The next town on the trail, Westfield, MA, is currently undergoing several public works projects  in their  downtown area.

COMMENT ON LONG RANGE TRANSPORTATION PLAN

By Tuesday September 13th.

The construction of Phase 2 of the Bruce Freeman Rail Trail is incorporated into the draft Long-Range Transportation Plan, Paths to a Sustainable Region for the 2021-2025 timeslot, and is out and available for public review and comment from Monday, August 15 to Tuesday, September 13.  (See http://www.ctps.org/bostonmpo/3_programs/1_transportation_plan/plan_2035_draft_materials.html).  While we would like Phase 2 construction to be scheduled for an earlier timeslot, the reality of the BFRT moving up (for the time being) within the very budget constrained plan is negligible.  Please do e-mail or mail a comment in support of the inclusion of the Phase 2 of the BFRT, as we expect opponents of the trail to ask for the BFRT to be taken out of the plan altogether.  You can note your disappointment that Phase 2 was not included in an earlier timeslot, but don’t expect that to occur.

Comments may be submitted in writing addressed to David Mohler, Chair, Transportation Planning and Programming Committee, 10 Park Plaza, Suite 2150, Boston, MA 02116.  Comments may also be sent by e-mail to publicin...@bostonmpo.org. If you don’t mind, cc: me (tmich...@comcast.net) your comments.

Ashuwillticook Rail Trail | Berkshires
Ashuwillticook Rail Trail is a paved bicycle path running through the Berkshire county towns of Lanesborough, Cheshire, and Adams.
berkshirelinks.com/ashuwillticook-rail-trail/

The main path in the Berkshires is the 11.5 mile long Ashuwillticook Rail Trail connecting Adams, Lanesborough and Cheshire. But there are plans to make the path go from the Connecticut border to the Vermont border. If you have not ridden this path, you owe it to yourself to put the bike on the back of the car next time you drive out there and enjoy this scenic trail.  Of course, if you’re reading this from Connecticut or New York City, you might soon be able to make the trip without needing your car.

Hubway:

Hubway users must buy a membership — whether it be for a day or a year — before starting the service. But after 30 minutes of free biking, Hubway’s prices increase dramatically -— first creeping to $1.50 to $2 for an additional 30 minutes, then skyrocketing to more than $42 for four hours and up to $100 per day.

At Urban Adventours, most bike rentals have a flat rate of $35 a day and include a lock and a helmet — things not included by Hubway unless purchased through its Web site.

Hubway Financials

http://www.cityofboston.gov/news/default.aspx?id=5075

Hubway is completely funded by grants totaling $4.5 million including $3 million from the Federal Transit Administration (FTA), $450,000 from the Boston Public Health Commission (BPHC) and $250,000 from the Metropolitan Planning Organization’s Congestion Mitigation and Air Quality (CMAQ) grant program.

“Awarding this grant for this project is particularly meaningful as we celebrate Earth Day,” said FTA Deputy Administrator Therese McMillan, who was in Boston today to announce the grant. “Supplementing transit with bike sharing means a healthier and cleaner way to get around, while at the same time combating record gas prices and easing congestion.”

In addition to the grant funding, station sponsorships and revenue through a separate advertising program, as well as income generated by memberships and one time payments by individual users are expected to cover the annual operating costs for Hubway. The Boston Transportation Department (BTD) will oversee and work with Alta Bicycle Share to ensure they meet the individual requirements of the contract.

Currently, 11 sponsorships have been secured for Hubway worth $1.5 million over three years including over $600,000 from New Balance, and Boston Bikes will continually seek more. As part of its sponsorship, New Balance retains naming rights of the system which is expected to become New Balance Hubway. Sponsors will be assigned stations

Editorial: Rail trail ruling reasonable

With that thought in mind, a recent Kansas Supreme Court decision appears to have found a reasonable step between allowing rail-trail development to continue while offering landowners assurance that the paths won’t fall into disrepair or blight.

The court upheld a district court ruling that the Kanza Rail-Trail Conservancy was obligated to file a $9,040 bond with Miami County to provide for maintenance required by the Kansas Recreational Trails Act. The act requires trails stewards to control trash and noxious weeds, provide upkeep on fences and signs, and maintain barriers to block access to motorized vehicles.

We need you to make a public comment by 9/13 to help get the Green Line extension (GLX) back on track!  Delaying GLX also delays the Community Path extension, since the two must be designed and built together.

1.    Write a letter (Sample Letter below).
2.     Attend these meetings to make a spoken comment
