Receiving OVER_QUERY_LIMIT when using LocationService.getLocationFromAddress

I just started receiving the OVER_QUERY_LIMIT when invoking 'getLocationFromAddress'. I looked at the tech note from Google about this issue. Here is the link to this note:

I examined the source code for LocationServiceImpl and I noticed that there is no 'client' parameter when invoking the Google API. I am not sure how to proceed. Any suggestions?
