Sunlight Labs' Fifty State Project

Sunlight Labs (of Apps for America Contest fame) has started a project
to collect, parse, and normalize state legislation for all 50 states.
So far some progress has been made, but I haven't seen anything from
Rhode Island. I don't have time to dive into this project currently,
but I might be able to provide a bit of help if anyone wants to get
moving on it.

Matt, have you spoken to Jim Willis about this. He led the initial
transparency efforts for the Sec States office and knows a huge amount
about this stuff. RI effort has really gone downhill since he left,
but he could probably really jumpstart.
