Spikey & Raeker have requested to be drawn early so that additional post-game Witness content can be played closer to the end of the normal playthrough. I agree it makes more sense to play more of this game immediately while it is still fresh. To keep this fair to everyone else, I've set their Sub Blocks to automatically skip over them the next time they pop up in the normal rotation.
