Maritime and Coastguard Agency announce new Director of Maritime Services
The Maritime and Coastguard Agency today announced the appointment of Philip Naylor as the new Director of Maritime Services. This post is responsible for ensuring the safety and quality of seafarers and ships under the Red Ensign and delivering world class emergency response, survey and inspections services.
Philip is currently General Manager for Fleet Marine and Shore Operations for Carnival UK. He served as a Deck Officer on tankers, ferries and sail training vessels before joining the cruise industry in 1986. Here he was responsible for the worldwide operation of 12 cruise ships, as well as major developments ashore in the Port of Southampton. He has also led Carnival's emergency response organisation.
On his new appointment Philip Naylor said:

"In my previous role I was able to guide and support a team of skilled and knowledgeable people, encouraging them to work collaboratively with others towards shared objectives. In some cases this took place in an emergency situation with pressures coming from all directions. This neatly sums up the challenges for the MCA where shipping is constantly on the move around our shores in a 24/7 environment, and where the UK imports 95% of the goods we use by sea."
"The Agency can be justifiably proud of its search and rescue services which have been the very best in the world since its first beginnings in 1823. I look forward to working with Coastguard colleagues and to see how we can enhance and strengthen those services, and embrace communications challenges into the 21st Century."
Peter Cardy, the MCA's chief executive, said 'It has been a long search to find the right person with the stature and experience and Philip has both. This is one of the most demanding jobs in the UK maritime sector, with wide-ranging responsibilities for the safety of ships and seafarers and the sea itself. My team and I are looking forward to welcoming Philip on board.'
Philip will be supported by Paul Coley, who heads the Ships and Seafarers aspects of Maritime Services and by Rod Johnson who heads up coastal safety including HM Coastguard.
