Susan –

Is there any chance that you haven’t submitted the comments on the HMIS  standards yet?  There is a question that my users asked for clarification of – but we didn’t talk in depth until late last night and if it can be added this late in the game….

 

For what it’s worth – here’s the question and I think it would go in the green Universal elements square right near the top of your table.  The clarification on the Client refused and Client didn’t know ARE good, but my group asked me what to do about folks (for example) who leave the shelter without saying good bye so that  it’s not a question of the client’s not knowing or refusing, it’s that the questions could never be asked at discharge.    I suggested that this would be “client refused” as they made the choice not to talk to anyone, but this was uncomfortable for the users due to the “missing info” as you point out.

 

So I wonder if  a sentence can be added to that section, if you have not yet sent out the e-mail:

 

Clarification is also needed for clients who do not submit to an exit interview leaving universal discharge questions unanswered; are these responses “Client refused”?

 

 

If you have already sent it (and you were very clear, so this is my fault!) can you share with me where the submissions are made so I can add this question into HUD’s mix?

It may interest you to know that the HMIS Ask A Question recently had a very similar question about this. Below is the reply:

 

“…regarding the completion of the "Destination" Program-Specific Data Element 4.10 when a client disappears from a program and their destination is unknown.

The response value selected for this Program-Specific Data Element should represent the client's self-report. If a client has left a program, they are essentially refusing to do an exit interview and tell the case manager where they are going. In this situation, the "Destination" question, should be marked "Refused". An assumption should not be made and recorded by the case manager.

In addition:
• Disappeared/unknown is not an allowable response value for "Destination" in the HUD HMIS Data Standards (2010).
• "Other" would only be selected if the client indicates a destination that was not listed in the "Destination" response values.
