Feature Request: Rule "Not-Running-Application"

Hi there,

is this group still active? Anyway.

It would be cool if MarcoPolo supports a rule "Not-Running-
Application". Why? I have a VPN client. When I start this one, I use
the rule "RunningApplication" to change the context. When I finish/
stop my VPN client I want to set back to the previous context.
Currently I don't see a way how to do it. When I have a rule "Not-
Running-Application" I could achieve this switch back.
