I think we should inform everyone on the MSCC mailing list about this planning application to convert the properties in Rillbank Tce and Rillbank Crescent to serviced apartments.  I expect many locals would want to object to it
Objections have to be lodged with the council by 30th January 2026.
We at the MSCC, and as many other individuals as possible, should object to this application as it was agreed by all quite some years ago (and after a lot of local input) that these houses should revert back to family homes - this is reversing those original plans with no local discussion or input.  This application would make this group of Victorian residential properties into a solid block of short-term lets that are within the Edinburgh Short-Term Let control area. This change of character is inappropriate, especially due to the proximity of these buildings to the affordable housing block on Sylvan Place.

Hi All,

Thanks Anne for bringing this to my attention.  I have just looked up the planning application and it is full of BS - the plans and change of use to domestic was embodied in the original planning application but they are going back to the plans before that. Looking on companies house, LEARMONTH DEVELOPMENT LLP was renamed Rillbank Developments LLP in January 2022 so they have been cooking this up for a while. It is also no surprise that the application was submitted on the 19th of December. Looks like Square & Crescent is owner at least in part of this new entity.

25/06646/FULSTL | Change of use from Hospital (Class 8 ? Non-Residential Institution) to Serviced Apartments (Sui Generis). | 14 - 18 Rillbank Terrace 2 Rillbank Crescent, NHS Biochemistry And Hematology Laboratories 3 Rillbank Crescent NHS Social Work Annex 4 Rillbank Crescent Edinburgh

My take would be to object to this application as not providing family homes as was agreed within the original planning application. Do you think this is a reasonable position to take and if so should the MSCC lodge a formal objection? I note the deadline for comments is 30 Jan - so they really tried to run down the clock by putting this application in over the Xmas break. Also, if we do object, who else should we inform so they can comment if they want to?

SICK KIDS APARTMENTS: A row of townhouses beside the Meadows, which were part of Sick Kids Hospital before its move to Little France, would be turned into serviced apartments under new proposals. Developer Rillbank Developments has submitted plans to the city council to convert the properties into 46 apartments. It has told the local authority it aims to attract “longer-stay visitors… rather than short-term visitor spikes.”
