DECISIONS (D)
There were three properties with a decision on planning permission, WINPA, CLP or LBC in our area last week.
There were three acknowledgements of a notification of work on trees in the conservation area. In addition, at 16 Hope Terrace, the Council has decided to make a TPO for the landmark copper beech tree. This is rooted in the grounds of No 16 but overhangs the former tennis court which has now been sold for development as No 16A. The new owner of the 16A site wanted to trim the tree heavily to leave a space for the new house. However, the owner of No 16 has, very unusually, asked for a TPO for the tree on her own land, to prevent the neighbour from trimming the tree back to the boundary. She was well supported in this endeavour by Peter Pitkin, whose submissions to the Council’s team have clearly been effective. This will ensure that all future work on the tree has to be approved specifically by the Council.
The appeals against refusal of planning permission for student accommodation on the two sites on the east side of Ratcliffe Terrace (just outwith our area) were both dismissed, so there is still no permission to build anything on those sites. But note the separate new application (in “Applications” below) for demolition consent for the Causewayside Lads Club.

APPLICATIONS (A)
There were two properties with a new application for planning permission, WINPA, CLP or LBC for our area in the last week. These include an application for a Certificate of Lawfulness (CLP) for demolition at 27-29 Ratcliffe Terrace, the site of the Causewayside Lads Club. Technically, permission is not required to demolish a building that is not listed and is not in a conservation area. But, in dismissing the appeal against refusal of planning permission for student accommodation on the site, the Government’s Reporter noted:
“The three storey building, dating from 1906, is not listed but does present a distinctive façade onto Ratcliffe Terrace. The council highlights that this building is recognised by Historic Environment Scotland (HES) as a non-designated historic environment asset and was being considered for listing although this is not being progressed due to the consideration of the current proposal. The appellant contends that the building is of no significant historic interest and that their market valuation report (a visual, non-disruptive inspection) advises that it was in a poor condition with some failing elements in relation to rainwater goods,
brickwork, windows, the roof and some structural cracking on the south elevation. The appellant also contends that given the layout of the building it does not lend itself to conversion as part of the proposed development for PBSA.
“I acknowledge that there is some contention between the council and the appellant on whether HES have recognised the building as a non-designated historic environment asset. However, at my visit I observed that the building is of a distinctive design and appears to be one of the few remaining historic facades of a commercial property on this part of Ratcliffe Terrace. Therefore, I am not convinced that it is of no historic interest and value. Whilst I acknowledge that the valuation report has highlighted issues it does not appear that a full structural survey has been carried out to assess whether it is financially viable to retain and reuse the building or at least to incorporate the distinctive façade into the new development. I note that a façade retention is proposed at the adjacent proposal and is to be incorporated into the new development.”
This site is outwith the Grange Association’s area but the Committee’s views would be welcome on whether we should make a representation to the Council on this application for a CLP, notwithstanding that CLP applications do not invite public comments.
There were two new notifications of tree work in the Conservation Area.
There is a new appeal against the refusal of planning permission at 57 Grange Road for a rear extension, for which we had submitted this objection. This was a revised proposal, following earlier applications refused in 2025 to which we had submitted this objection. The Council’s Local review Body (LRB) will hear the appeal on 6 May 2026.
