Maqetta server process won't bind to port

When I run the maqetta.server batch file, I don't see any error messages and the terminal prompt appears as it should.  However, when I try to connect from a browser I get a "connection refused" message, and running netstat I can't find any process listening on the port specified in the batch file.  Anyone know what might be preventing the process from binding?  Thanks.
