NEED Step by step instructions for making a build on Windows

If you have succeeded in making builds on Windows, can you please document step by step instructions?

I am using Windows 7, Eclipse Juno, Java EE edition.  I don't want to upload or synch with maqetta master on github, hence it will be a local copy of my personal.
