Reordering layers is not working

I'm simply wanting to reorder the layers of my map that I am creating, but the layers in the map are not responding. I want layer A on top of B, and I order it that way on the right hand side window. But in the map itself... layer B stays on top of A (they are both polygons). I just don't understand why the map components are not responding to the reorders. Any ideas? Thanks!
