Anyone have suggestions on where to find offline satellite imagery?
(or topographic at the very least)

NASA, e.g. Blue Marble, Landsat etc, but do not expect anything like Google Earth resolution.

where are these in pbf format - I know there are services that have them - I am struggling to actually find them...

For example I am looking for FL,USA so I am getting my OSM data from

You were asking about imagery, i.e. raster (picture) data. Satellite imagery cannot come in vector data format, so you will never get it in pbf format.

You cannot get it in a mapsforge map file, which only does vector data, but you could display it similarly to how imagery downloaded is displayed.

NASA and also USGS run some download servers and since this is US government data it is free to use. There is nothing (but size constraints) that stop you downloading this imagery. But beware, image files, even compressed, will become extremely large if you trying to cover larger areas.

For Blue Marble imagery, the highest resolution you get is 500m, i.e. 1 pixel covers 500m2. To work with that imagery you would have to reproject it to spherical mercator and tile it.

Another candidate with very good resolution per region is MapBox Satellite (not free).

You can use raster online tile providers with mapsforge.
Check DownloadLayerViewer and DownloadCustomLayerViewer at Samples.

Mapsforge doesn't support offline raster structures (e.g. mbtiles, sqlite) like Osmdroid,
which you can create with Mobile Atlas Creator.
There is a relevant discussion here at mailing list.
