To make it easy for mappers to understand the usage of categories with the respective institutes, we tried to look at the similarity in naming of the features and then categorize them on the basis of functionality, so that mappers can use a proper category judging by how a feature is named. I am sure that there are Madrasahs that go by the name "Aliya Madrasah" in which case we'll be using the category "College" based on its functionality as also rightly mentioned by you, but I didn't yet come across a Madrasah being named an Alim Madrasah. If you're sure there are Madrasahs named like that, we can include that too for better referencing.
Since Aliya Madrasahs offering Fazil are often called Senior Madrasahs, and I've heard of it as well, we'll be adding it to the document. Thank you for your suggestion.
When a Madrasah doesn't have any hints in its name to better categorize it (e.g. there's no Aliya Madrasah after the name, or Hifzul Quran Madrasah, Qawmi Madrasah etc.) and is simply named, say 'ABC Madrasah', and you don't have enough local knowledge to determine what curriculum of education is taught there or what is the highest level of education there - these would be regarded as general madrasahs.
Note that the term 'general madrasah' isn't official, it is simply a term adopted by the community for the regulation to refer to such madrasahs.
In this context, none of the Aliya, Qawmi and Hifz madrasahs are general madrasahs, because we are able to estimate the kind of education imparted there from their name and hence are able to choose a category accordingly, as reflected in the regulation.
