Improving Visibility of Non-Traffic Roads in hybrid mode

Summary:

In congested areas due to variations in imagery quality, non-traffic
roads are barely visible in hybrid mode and they are easily overlooked
while editing. This should not be so since non-traffic roads are major
pedestrian walkways as well and should be paid due importance to.
