The "Built up area" feature is what is used to outline city boundaries. Whenever there is an urban area, it is by default a "built up area." Look at maps of NYC, London, etc. They all feature a slightly darker color in their city boundaries because they are "built up." Why is it that in Pakistan, this is not being allowed? We have the feature to properly and correctly outline urban areas, so why not use it?
Big cities have to be mapped out in several polygons. This is because there is a limit to the number of points that can be used to outline a polygon. It is not to say that only certain parts of a city are built up. It is simply out of necessity - similar to the fact that one cannot map out more than 5km of road at a time.
