In OpenStreetMap users have all the control. No moderation needed.

There is a lot of help available for getting going with OSM for example via the Spanish wiki http://wiki.openstreetmap.org/wiki/ES:Main_Page

I will probably be in Cabaret around February 20th or so -- if help in English if of use to anyone. (I'm in Las Terrenas that week but will probably be visiting Cabaret.)
