I've tried both by adding country code and deleting space but It still not work. Pls advice if there is another way.

I checked and indeed this is because in our phone number format database, 023 (Phnom Penh) numbers have 6 digits, i.e. 023-XXXXXX. Has this changed? Do all 023 numbers have 7 digits now, or are some still 6 digits?

023, 024, 097, 088, 096 has seven digits. Especially 023, six and seven digits are available.

023-xxx-xxx-xxx is OK
023-xxx-xxx-xxxx (7 digits) is not available

But it is strange that
+855 97 752 5268 (7 digits) is OK

Thanks guys. We have corrected this in our code, it will take a few weeks to roll out to production.
