No XML entity support in macports build

The MacPorts build (currently 3.0.12) somehow lost support for XML entities. The portfile does appear to set XML2_CONFIG to the correct path, and the libxml2 port (2.9.7_0) is installed. Does anyone have any suggestions on how to narrow down what could be wrong?

I'm calling my XML map files from the python binding built from git off the v3 branch if that matters.
