Yes, you will need *-devel packages and they should be available. Have you tried `yum install libicu-devel` ?
I've installed Mapnik multipled times on fedora/rhel/centos and have always found it easiest to use the EPEL (extended packages for enterprise linux) to avoid having to source compile too many things.
