Correct way to name Numbered Highways

I contacted the RER forum, and the correct way to name numbered highways, as they mentioned, is as follows:

{Language} {Road Abbreviation Initials} {Route Number}, Primary, Numbered Highway
{Language} {Full Name of Road, if any}, Official

For example,

Spanish, PR 25, Primary, Numbered Highway 
Spanish, Avenida de la Constitución, Official

Turns out my own example had an exception! That road has two names, so the new example is as follows:
Spanish, PR 25, Primary, Numbered Highway 
Spanish, Avenida de la Constitución, Obscure
Spanish, Avenida Ponce de León, Official

Got a clarification from the GMM team. Here you go :)

In order to work correctly, the
name that has the Numbered Highway type should have *only* that type and
no other. So, for instance:

Puerto Rico 1 (English) (Numbered Highway)

Then you decide the Primary/Local/Official based on the other names on the
feature. Keep in mind that the same name can have all three types. (You
just can't have a name that is both Primary and Obscure.)

For the PR-X roads, the best format is Puerto Rico X, as for general
convention Puerto Rico should follow the US highway naming conventions as
in this help page: http://goo.gl/sZSYR.
