Catcodes, timestamps and bulk data added to MAPLight.org API for Bill Positions

Hi--

MAPLight.org has enhanced its Bill Positions API
<http://maplight.org/apis/bill_positions> to make it easier for
programmers to:

* obtain in bulk all of MAPLight.org's original research on which
organizations have taken positions on Congressional bills in the entire
session; and
* combine this data with campaign contributions data from the Center
of Responsive Politics (CRP) and the National Institute on Money in
State Politics (NIMSP).

These enhancements were based on feedback from developers. If you have
additional suggestions for improvement, let me know.
