Best way to contribute maps?

Hi, I'd like to upload a few publicly available maps from the Forest Service that are MVUMs (Motor Vehicle Use Maps)...

Most, if not all, of their maps span multiple PDF pages so I'm wondering what's the general best practice to be able to combine them for use on Maplets?

For instance, here's one for the Ocala National Forest:
