Hi folks,

Last week, Seattle Neighborhood Greenways voted to endorse the “Free to Walk WA” jaywalking repeal bill. Our quick action is urgently needed to keep the bill alive by passing it out of the Senate this week. Please use this form letter to send a message to Senate Transpo Committee members, and forward this action alert to your networks:


This bill would decriminalize jaywalking statewide.
  • Jaywalking citations are primarily used as harassment tools towards BIPOC, unhoused people, and protesters. It's inequitable, doesn't increase safety, and is an inefficient use of public resources.

Some current status info for those interested: We’ve learned that the House companion bill won’t be moving forward. However, the Senate version (SB 5383) still has a chance, and could come back to the House for a vote. I’ve been working with TCC and coalition partners on an amendment that will address lawmakers’ concerns by placing some constraints on what is considered “safe” jaywalking. We are pushing for constraints loose enough (e.g., not impeding the flow of traffic, not jaywalking on streets with speed limits above 45 mph) that most police contacts would still be eliminated. The exact amendment language is TBD, but we will have further opportunities to shape the bill if it moves forward this week.

The Senate Transportation Committee needs to hear from YOU about Sen. Lovelett's amendment!


Thank you for all the work to get the jaywalking repeal bill, SB 5383, to where it is. Right now, we are in a pivotal moment.

 

In order for the bill to remain alive, we need two things to happen, and YOU can help.

 

First, we need Senators in the Senate Transportation Committee to vote on Sen. Lovelett’s amendment. This amendment incorporates feedback from stakeholders, and it is our understanding that it keeps the core components of the bill that address eliminating unnecessary stops for safe jaywalking. While we haven’t seen the full text of the amendment, we have worked directly with staff and are confident that it maintains the intent of the bill. If the bill is kept alive, there will be further opportunity for input.


Second, it needs to be voted out of the committee and into Rules. This is sometimes referred to as being “exec’d out”. That means it needs to make it onto the committee’s calendar within the next couple days.

Your help is vital. Tell your Senators to vote on the amendment and exec this bill out of committee TODAY.
