Shorest Perpendicular Distance from a Point to a Line

Gents,

I remember using a mabasic utility which calculates the shorest
distance from a point table to another Polyline table and show a
leader line which is esssentially the perpendicular line from the
point to polyline,

I wondering if anyone know what the utility is called?

often. Can't recall where i downloaded it from though.
