Many variables that could be causing this, just some of my findings that I've actually dealt with before with similar errors... could be caused by :
 
Some weird AutoCad "Block" that references another weird block or weird AutoCad "Exref"
 
Here's a common one that I get... an AutoCad DWG or DXF drawn by an Engineer or Surveyor, then handed off to and edited by an Architect (not bashing Architects) who is running some kind of AutoCad "architectural addon feature" can cause some DXFs and DWGs not to be translated correctly or at all.
 
I've seen some problematic AC drawings that were created by a user using some kind of Civil Engineering addon to AutoCad, or running an AutoCad runtime that caused problems.
 
Some solutions I've had to resort to... (using a copy of the DWG/DXF of course)  In AutoCad "Explode" all block references and "Purge" the drawing, then save it in the oldest possible DXF version allowed, then start your work with that product.
 
Granted, you'll need access to AutoCad or a producer/user willing to do the above for you. Bearing in mind, this is along the "down and dirty" last ditch option solution level and for a drawing file that just won't behave or is in some way, has some non-standard element embedded within   :)

I just tried to import a DXF into MapInfo.  It said I had a DXF import error on line 23.  I wondered (without searching the net) if I was using the wrong version of DXF, so I tried to export something as a DXF and it said it can handle 2012 or 2013, so I checked I was using a 2013 DXF and still got the error.  I am using MapInfo 10.0.1 Build 220.

To what David mentioned I would like to add: Be sure the DXF file is an AutoCAD R12/LT2 DXF file. Im currently using MI 10.5.3 and that version of dxf files imports without any problems.

+1!  R12 dates back to c1992 and reverting drawing back that far will also fix some funky, native AutoCad problems for working in AC itself.  One specific malody this will remedy... some AC "splines" drawn by some addons just will not translate into Mapinfo. Reverting the drawing back to R12, then opening again saving in a more current release often does the trick.
