Try AppLocale from the Microsoft web site (http://www.microsoft.com/downloads/details.aspx?FamilyID=8c4e8e0d-45d1-4d9b-b7c0-8430c1ac89ab&displaylang=en). It's a utility that you can launch MapInfoW.exe with which cons Pro into thinking it's running on a foreign operating system. You simply choose Japanese (日本) before launching Pro. Note that Pro doesn't have Unicode support so using the application in Japanese mode will render a lot of accented western European characters incorrectly.
Using AppLocale is a bit of a fudge, but works well for supporting short-term projects with non-Latin characters. We have MapInfo TAB world data (countries, places, oceans, etc.) supporting Japanese, Arabic and Simplified Chinese names in addition to European language names.
Note: AppLocale is quite old and needs to be installed as an Administrator on Windows Vista and higher.
