Yes, this can easily be accomplished using "Objects/Enclose..." feature,
presuming of course, all your lines or polyline ends are "snapped" together
or at least intersect (the latter not so desireable). To remedy the end
node snapping you can use the "Snap/Thin" tool to snap the ends together.
Presuming your "points" table contain the data you want behind your new
polygons, it would probably be adviseable to save an empty copy of your
points to a new table, this would give you the same table structure for your
new polygons/regions.
Open this new table with your "lines" table already open, make the new table
"editable" select all the lines from your line table then run the "Enclose"
tool. This will create your new polygon/regions based on the line table.
Assuming all has gone well to this point, open your points table and update
your new polygon/region table accordingly.
If all your geometry and or map objects are clean and sober, this should go
off painlessless!
