I think the tool works as it has been designed.
Let me tell you about that and you will be able to get around these issues.
When you drawn a line through the polygon, MapInfo Pro extents this line – or the two end segments of the polyline – until they intersect the MBR of the polygon.
The MBR, or Minimum Bounding Rectangle, is similar to the red rectangle drawn around your polygon below.
To guide MapInfo Pro, you can set the direction of the first and last segment of the cutter polyline in such a way that they point towards the MBR without intersecting the polygon you want to cut.
You can also start and end drawing outside the MBR so that MapInfo Pro doesn’t extent the cutter polyline at all.
In your example, you just need to make the vertical segment horizontal so that I points to the right.
