You seem to have misspelled the SERVICE parameter.
You wrote SERCVICE and it should be SERVICE

 Iˇm getting tehe error message " The following error was issued while attempting to accsess WMS Server: The system cannot find the file specified. (http://kaart.maaamet.ee/wms/fotokaart?SERCVICE=WMS&REQUEST=GetCapabilities&VERSION=1.3.0) Unable to retrieve capabilities from the WMS Server."
 
 The same error is displayd with every WMS server adress wich is listed.

 Yes aparently I misspelled parameter, but this was done while writing error message here. Iˇm getting same error message with correct parameters too.

I can access your service just fine from Professional. Perhaps you could provide more details on what your steps are and where this message appears. You say you receive the message from every server listed. Can you access the capabilities by putting that URL (spelling corrected) into your Internet Browser?  It almost sounds like temporary files cannot be accessed but check the browser first.
