I need to create a mif & mid file. Can someone please tell me how to create them. My actual requirement is we need to draw boundaries in our iPAD application for 4 regions using mif and mid files.

It's not clear that you're working in Mapinfo.  If you are, then Scott's directions do it.  MID/MIF are the export-format files for MapInfo tables, so from the pulldown menu, it's  TABLE->Export, and then pick your poison. The exported version is in the same projection as the original table. I don't think it matters what projection the window is set for but only the projection the native TAB file is stored in.

If not in MapInfo, you can export using other GPS freeware or some sophisticated programs.  Examples of the former are GPS Utility or (I think) GPSBabel.  With those, you can open x,y data from many formats and export it as MID/MIF.  More sophisticated programs like GlobalMapper do the same and are more likely choices if you are working with regions (polygons) instead of points (x,y).
