Hi,

I need to state the scale on some maps I am currently creating, do I
state the scale stated in the map window (1:2,298,000) or the layout
window (1:1,001,000).

Hi Sarah,

Use the scale on the layout window since that's what you'll print. Try to round it off to a nice number 1:1,000,000

Remember that the ratio scale is only correct as long as the map is printed at that exact size. For example, if you print it to PDF and then someone prints it out at a different page size, or photocopies it, then the ratio scale is no longer correct. You could include a scale bar to avoid this.

If printing, then use the layout window scale as that is the scale being printed.
If you have double-clicked on that frame to ascertain the scale of 1:1,001,000...
I would suggest editing that to 1:1,000,000 to set it at a more "standard" scale.

The scale should reflect the printed output of course. And it's a good idea to try and adjust the scale to a round figure, it makes things much easier for someone to use the map for taking measurements.
If you are distributing your layout as a digital file, say pdf for example, the intended paper size should be stated together with the scale.
And even then it may come out wrong, because different printers have different margins, and the printing of the pdf is often made with the 'adjust to printable area' setting turned on.
As a matter of fact, I often lose the scale altogether, replaced by a scale bar instead. That will shrink or enlarge with the printout but still show the correct scale.
The 'scalebar' can be as simple as a horizontal line object with an even length, drawn on the cosmetic layer. Like this (ASCII art) <----------------------> 100 m
