Hi,
1) You can write to MIF instead, add the bounds manually and then import
to TAB. If it has to run automated, that should also be possible using
the tab2tab.exe (see mitab website), together with a custom-made
application, that adds the bounds to the MIF.
2) Hard code the desired bounds into OGR and then recompile. This works
only if you only need to use it with a single bounds setting. Key thing
here is the underlying mitab driver works OK with bounds, it just seems
to be OGR which doesn't support it.
3) Pay some of the people behind OGR to fix it. Or do it yourself.
