Yeah I agree with David, your method will work but will take a long
time and the 2nd digitizing will only make it more inaccurate.
Once you have produced your kml you could use something like
http://www.zonums.com/online/kml2shp.php to convert it to a shape file
and then open the resulting shape in mapinfo.
NB: the kml2shp tool has a funny little bug sometimes and draws a line
all the way back to the origin (lat 0, long 0) but if you zoom into
the area you would expect the polygon to be you should see your
polygon all you need to do then is remove the extra node and convert
it to a region.
I'm sure there are other products out there that do a better job but
this one is easy as you don't need to install anything on your
machine.
