How do I resize assets to make bigger/smaller?

I see from the help doc it says this but it is not working. R + mouse wheel is working for rotating but not the S + mouse wheel for resizing. Bug?

Hotkeys to use in conjunction with the mouse's scroll wheel

S (as in Scale)

Adjust the scale of the Stamp Tool, or of the currently selected asset/s.
