Video/Photo Editing tool bar missing

I would like to add a video or photo to a place or landmark but don't
have the toolbar that I apparently need to do this. I am obviously
logged in. I saw some videos on YouTube on how to do this but they all
skip how to get the toolbar displayed so that i have an image or video
button.

For example, under Spring Creek Forest in Garland, Texas, a teenager
has placed a video of themselves over their high school. I would like
to add a video like this to a neighboring nature preserve. The video
is of a walk in the nature preserve. I would also like to add photos
of flowers in the park.

How do I get the video/photo editing toolbar to display?
