OK first off regarding the 2.5D buildings (the first link you list
below), no we don't have 2.5D display of buildings in Map Maker today.
I agree that would be a great addition in the future. Please add that
request to the issue tracker! http://code.google.com/p/google-mapmaker/
For countries that aren't open for editing in Map Maker, the maps you
see on Google Maps & Earth typically come from 3rd party data
providers.
Google's local mapping specialists are our wonderful users who care
about representing the places they know and love accurately and richly
on Google! Anyone can map with Google Map Maker -- individuals,
humanitarian organization personnel, government employees, etc.
If you are dissatisfied with the maps of Nigeria, please help improve
them by using Map Maker and making people you know in Nigeria aware
that they are empowered to improve the maps of their homeland.

Question #3: Why is Map Maker data not yet on Google Maps or Google
Earth ?
Answer: Data created using Google Map Maker continues to be
updated periodically on Google Maps and Google Earth. See this Map
Maker help topic http://maps.google.com/support/bin/answer.py?hl=en&answer=155666
for a list of all the countries where Google Maps has been updated
with Map Maker data, together with the date of the last update. We
cannot commit to specific dates for this data to go live on Google
Maps due to the fact that it requires a bit of technical processing
before the data can be published on Google Maps.
